LISBON — The Columbiana County Commissioners approved their general fund budget for 2022 on Wednesday, which is $902,000 more than what was approved for 2021 and $118,910 more than what was approved for the start of 2020.
The total general fund budget for 2022 is $19,884,553 million.
Commissioner Mike Halleck said the sales tax revenue for 2021 is projected to be up a bit over 2020, as much as 10 percent. The county collected $17.7 million in sales tax in 2020 compared to $16.9 million in 2019. However, expenditures are expected to be up next year by 4 percent.
The county also has paid off some long term commitments over the past year, including loans taken for the county jail and the remodeling project for the second floor of the courthouse.
“It’s a fair budget,” Halleck said. “We try to provide everything that’s needed, but not everything that’s wanted.”
The budget may have to be adjusted in the fourth-quarter, according to Halleck, depending on if the county receives more money than expected or less.
Commissioner tend to go below because it is harder to make cuts down the road. The commissioners had to increase the appropriations for the sheriff’s office by $300,000 this year.
The largest projected expenses as usual involve crime, housing prisoners and prosecuting them.
The 2022 budget includes $4.1 million toward housing prisoners at the county jail. The sheriff’s office will have a budget of $3.1 million. The prosecutor’s office budget is another $1.56 million. The criminal defense for those who are indigent, currently handled through Defendants Have Rights, received $735,000 in appropriations. Adult probation was set at $367,000.
Additional, appropriations include $971,414 to operate the common pleas court with another $53,967 for common pleas court security and $8,822 for the jury commission. The appropriations for county municipal court is $825,599 and East Liverpool municipal court is $120,000. Another $503,463 was approprated for juvenile court with $269,837 for juvenile court probation.
The clerk of courts office was appropriated $868,876, the coronor $307,615, $130,000 for the court of appeals.
Some non-crime related appropriations are $529,504 for the commissioners office, $799,946 for the commissioners maintenance fund, $765,045 for the veterans service commission, $593,534 for the board of elections, $323,805 for the county treasurer’s office, $264,546 for the recorder’s office and $645,000 for the auditor’s office, which includes the personal property, weights and measures and data processing costs for that office.
The budget figures are a starting point and the county usually brings in and spends more by the end of the year. These figures also are general fund money and not connected to the $9.9 million in total American Rescue Plan Act relief dollars received this year and with another similar payment expected next year.
