Although ground has yet to be broken for the controversial Dollar General store at the corner of Seventh Street Road and Dewey Drive in Upper Burrell, questions and concerns persist.
Resident Bruce Saye of Lower Drennan Road said both sides of the road near his home are flooding during heavy rainstorms.
He said he attempted to put 60-pound sandbags on either side, but the sandbags are being washed away when the drainage ditch is filled. Saye added that chunks of asphalt are blocking the drains.
Township engineer David Kerchner of Bankson Engineers said PennDOT vacuumed and cleaned inlets as part of the Dollar General site preparation. He said that has resulted in a stronger velocity and quantity of flow for storm runoff.
Supervisor Kenneth Slahtovsky said the discharge has doubled since a new pipe is now functioning better.
But Saye said the runoff problem could get worse after Dollar General paves its parking lot.
Solicitor Stephen Yakopec told Saye Lower Drennan is a state road, under PennDOT’s purview, and not a township road.
Officials will seek a meeting with the Westmoreland County Soil Conservation District to pursue a solution to the Lower Drennan runoff problem.
At a recent planning commission meeting, resident Amy Cromie said she viewed the latest drawings for the Dollar General site and noted a holding tank for building sewage shown on the plan.
Tom O’Brien of the planning board told Cromie the holding tank was meant for future construction if needed and won’t be built at this time.
Cromie also noted a fence along the back of the building has a gate. She thought there should not be access to adjacent properties.
The planning commission said it would check with Bankson Engineers on why the gate is proposed.
A phone call and an email to a Dollar General spokesperson Friday were not immediately returned.
