KYW Newsradio published an interview with SEPTA’s General Manager Leslie Richards on November 11th in which Richards was asked about the possible redevelopment of 6.5 acres owned by SEPTA near the new Conshohocken Train Station. The land was previously the focus of a plan to construct a parking garage, however, now SEPTA is exploring building residential on the top of a garage.
In the interview, Richards stated “We are working alongside Conshohocken Borough to finalize an MOU [memorandum of understanding], and we’re very close to that being signed.”
The property involved is located on Conshohocken’s riverfront and in 2022 the borough council unanimously stripped residential uses from the zoning code of the districts along the river. This was done after the borough undertook a public safety review due to the wave of development that brough hundreds of new apartments to the riverfront.
This MOU has not been publicly discussed since a July meeting of SEPTA’s board.
On October 19th, SEPTA issued a “Request for Information” that asked developers to answer a series of questions regarding the potential to redevelop of the property. The deadline for this process was November 10th. If it decides to seek mixed-use development on the property, it will then request proposals from developers.
This morning we asked members of the borough council questions regarding the process for this memorandum. For example, will the memorandum need to be voted on? Will any changes to the zoning code included in the memorandum need to undergo a separate approval process? As the borough council cited public safety as the reason to remove the residential uses from the riverfront, what is needed from the perspective of borough council to alleviate the public safety concern and allow more apartments?
