A veteran litigator and adviser with national legal expertise spanning higher education and health care has been named the new chief lawyer for The Ohio State University.
Ohio State President Kristina M. Johnson announced the appointment of Anne Garcia, 40, to the permanent position of senior vice president and general counsel in the Office of Legal Affairs. The appointment is pending Board of Trustees approval. Garcia has served in the role on an interim basis since November 2019.
“I’m passionate about this incredible opportunity to continue to serve Ohio State,” Garcia said. “Our team in the Office of Legal Affairs continues to uphold the highest standards of integrity and professionalism to benefit this great university.”
Garcia serves as the chief legal adviser to the president, Board of Trustees, and university and Wexner Medical Center officers and administrators. Garcia leads a team of attorneys, paralegals and other professionals; provides strategic advice and legal counsel to the university on all key matters and risks; and shares oversight of the Office of University Compliance and Integrity, which is responsible for compliance efforts across Ohio State. She has successfully managed some of the most complicated legal issues faced by the university and the Wexner Medical Center.
Prior to being named interim general counsel, Garcia served as vice president for legal and compliance for The Ohio State University Wexner Medical Center.
Before joining Ohio State in 2016, Garcia was the senior associate general counsel and executive director of university compliance at Saint Louis University. While there, she led the team that negotiated the reinvestment of the university hospital into a new joint venture with SSM Healthcare – a transaction Becker’s Hospital Review dubbed the “Most Interesting Transaction in the Country” of 2015. She has also served in private practice, defending physicians, nurses and hospitals involved in medical malpractice litigation.
Garcia received her juris doctorate from Tulane University School of Law and attended the University of Notre Dame, where she graduated cum laude. While in law school, she practiced as a student attorney with the Tulane Juvenile Law Clinic, which represented the underserved youth population of New Orleans in criminal and civil litigation.
Garcia is an active member of the National Association of College and University Attorneys, American Health Lawyers Association, the American Society for Healthcare Risk Management, and the Health Care Compliance Association.
